Yes,it is confirmed that he is male despite being "identical" in the manga.I actually don't care about the biogical explaination (not mentioned in the manga) because we know this series is a fiction.Even they do look identical,as long as they have differences in personality,it's okay.

Has the changing of Utao's character design for the anime changed how they use her in the scenes/her personality?

I ask this, because usually how a character looks is a large factor in their overall personality. Cold, calculating characters tend to have small sharper looking eyes. Naive characters have large rounded eyes, etc.

So in the novel pictures Utao looks much more mature/older with "colder" eyes. In the anime they ramped up the childish/moe feel a lot.

According to sites, it's Kobayashi Yumiko who plays the twin. Who despite being female, plays like 90% male roles, most prominent in my mind being the Naruto-wannabe of Soul Eater, Black Star.

So yeah, chances are, the clone is male.

I've been thinking, ever since Aki lost his leather jacket from the first episode, his credibility as a villain has been going downhill.

He should really ask Kuuko to find him another as soon as possible.

Damn, for some reason I've been making an assumption that that was Utao in that scene. Now that I think about it, it'd be impossible given the age difference between her and Kyohei.
