Actually, Yuuno already does get horribly injured in canon; it's why he exhausts his energy healing himself, and then spends nearly a year as a ferret to help his Linker Core recover (however that works).

Are we talking about the Jail who loved his daughters and deliberately avoided killing anyone in the attack on the tower, or the Jail who tortured a little girl, impregnated his daughters (and one brainwashed captive), tried to glass an entire planet, and would have killed two of his daughters to spite Fate?

Because I feel like there was a change in character, somewhere between those events.

Yeah. Jail and Wily at least have their quirks that can at least redeems them.

Weil? Complete. Monster. He's the worst villain the entire Megaman franchise.

Dr. Weil had notions of racial superiority and genocide, while Wily was more of a generic motive to take over the world but with a specific notion of destroying Dr. Light's creations. Though it could be argued that since Jail insisted in passing off his essence in his creations that he is far more like Wily. He does have more pride in what he makes in that they are "superior", while Weil just uses everything as tools.

But sure. He can be Dr. Wily. That means he's responsible for the creation of the Blue Bomber's (Nanoha in this case) long haired blond BFF who eventually stole the series focus from underneath the MC. Yea, well, we can't have that can we?
