There was an anime movie that came out in 2002 called Welcome to Pia Carrot -Sayaka no Koi-monogatari- a.k.a. "Welcome to Pia Carrot - Sayaka's Love Story". That green waitress outfit is worn by some of the girls in the movie. BTW, while most adaptations of Pia Carrot games are h-anime, "Sayaka's Love Story" is not.
