Haruki needs to maintain plausible reliability with regards to his intentions. His "official" reason for doing this is for the good of his brigade members. So obviously he must help both even if he's only really concerned about one of them.

Besides, as a guy it's not like Haruki wouldn't want to guide two girls back to the home team.
