It was mentioned in the official blog (check the entry about the Saki Festival with the Niconico channel link). Basically amounts to "aren't we the main characters here?", and an apology that it wasn't the intent.

Nope. I'm not referring to the Gundam Full Frontal, but going by the original meaning of the phrase: Fully exposing the front, or all-out/unrestrained.

Plus, I consider the track suit as wearing something, so it can't be zenra

That is fixing. Think of it as cheating in mahjong. There is this guy who i have no idea how he did it, voted black lotus like a total of a 1000+ votes in 3 days straight. Which if exclude the time needed to change, about 2 days, a high level otaku programmer. Had he not there, the result will be different. Thats why i do not trust such voting system already.
