you do understand that some one can have a smaller bust measurement but still have larger breasts since the bust measurement goes all the way around the back so it takes into account the thickness of the torso which is not the same on all people.

Yeah, but by that same token, two women with different sized torsos could also have breasts of the same size. Right? Tear's do seem bigger by just looking, though.

I really doubt the writers/manga artists/official people gave these numbers to be interpreted five different ways.
They gave us the official numbers, that's that. Their message is clearly "Tearju is bigger," even if only slightly.

Yeah. And like I said, even by just looking, one can easily tell that Tear's are bigger. But bigger isn't always better and Mikado's do have the better shape. So they both win.
