No probably not, toaru ossa is apparently a manga that took the idea from Only Sense Online webnovel, but there's no cooperation between the authors (from what I know of), and toaru seems like a caricature or a rip off >.>.

at the very least it needs the consent of the author for its creation.

I'm not so sure about it, it was originally published as a webnovel, I would need to delve into the webnovel platform providers rules to know that. was this really popular in japan as in as popular as mahouka that only take 2 months per volume?
and from what I could see this is probably embarrassing to read that will make you read it with a weird face

Well, no one believes MC that he's a guy in real and everyone treats him as a girl. Moreover there's tons of funny situations like they mistakenly accuse him of being in love with... (voice fades away, done in by spoilerblock)

Anyway, MC is definitely the cutest girl out there. Even if that sounds helluva weird.
