Angel Beats has something like that. Though characters do die but come back to life since they are already long time dead. It's a comedy.

Dennou Coil had a war like that at the beginning of the series: Guys VS Girls

Rozen Maiden, dolls fighting each other. No one really dies but second season is a bit more serious.

Sengoku Otome: Momoiro Paradox is a nice choice if you don't mind an all girl world and a tint of yuri. Not echi.

Shugo Chara!, two groups of people are constantly fighting there. Done magical Girl style.

I remember there’s a show called Tobe! Isami (Soar High! Isami) where a group of kids battling a black organization who hides itself behind the city’s most prominent aristocrats. It sounds serious but it’s more of a comedy and nobody dies.

Also, from Gosho Aoyama (the author of Detective Conan) there’s an anime called Yaiba about a boy battling another boy (who became some short of ‘demon lord’) and his hordes of beastly monsters. Nobody dies. The monsters that got defeated are back to their original animal form ^_^.

I'm pretty sure Cat Shit One has death in it

It is pretty good though.

Mmm, Ben-To?

Also, Full Metal Panic Fumoffu. The main series is a relatively serious action sci-fi anime, but the spinoff, Fumoffu, is comedy.

If you don't mind a little immature, you could obviously try Pocket Monsters. The creator of Pokemon decided early in his creation that there would be no death in his series, just KO's.

They may have been fighting each other in earnest, but deaths rarely occurred as both sides seemed to have graduated from the Imperial Stormtrooper Marksmanship Academy. In any case, the show is good for a lark, given that they are fighting over books. Library books.

In this alternate version of a near-future Japan, a Media Enhancement Law had been passed to censor all manner of "undesirable" books and media. To counter this, the independent Library Defence Force was created. To defend themselves against the Media Enhancement Law Commission, all major libraries were garrisoned by a military task force charged with the protection of books — and people's freedom to read whatever they want. The story follows the adventures of Iku Kasahara, the first woman to join one of these task forces.
