Yeah, chapter 3 was pretty much a recap of the events in the magic side. But one thing I didn't actually know was the fact that it was the Orsola Rescue incident that basically pulled the trigger... I thought it was the event in Italy that had triggered it. (Ah well, I might not have read into it enough)

The Book of Law incident was their first major clash with the RCC, it's from there that the situation started building up slowly but surely so it's not wrong to say it's the start of hostilities.

It's said that Lividia sort of acted on her own, so officially the Queen's Fleet is the first RCC sanctioned attack on Academy City, after that with Vento invading the city, that's the start of open hostilities.

Misaka Worst looked pleased at hearing a scream coming from the unit bathroom, but then she saw the room’s owner, Kamijou Touma. With a puzzled look on her face, she hid behind Accelerator’s back.
