That is one of the options Mahouka fans have been talking about since the last couple volumes. It is something that they would probably only do if they are desperate and have no other options. The best thing to do in my opinion is for Tatsuya to announce and promote his ESCAPES project. That is what I think is his best course of action as of the end of Vol.23.

Since at this point, isn't the Ten Master Clan system just obsolete?

With Tatsuya, Miyuki, and Maya as the core of the Yotsuba.

The others clans simply aren't able to compete against them anymore.

So by become one of the thirteen apostles Tatsuya may have to give up his freedom, but he would not be banished into space for eternity.

He may lose his freedom at the moment, but as long as he remain on earth their is always time to get it back later on and still spend his time with Miyuki.

The only problem he may have to deal with is isolation from normal society until everything cools down and constant assassination threats, which I am sure would be less troublesome than going against the world with no place in the world for him to hide.
That would do more harm than good. First off, foreign apostles Igor and William have already agreed to participate. Japan has a bad relationship with Russia so Japan will look like a bad sport if they refuse. Second, the entire world is becoming Tatsuya's enemy. Not just foreign countries, but the people of Japan itself is for the plan. The military and government will fold before their own people.

If you go to the English Mahouka Wikia they show the complete Vol.24 cover with pic and title. The one on dengeki only shows the cover pic without the title and everything. Vol.24 will be released March 10th and Vol.25 on April 10th.
