The demographics of that are fascinating to me. Europe is overwhelmingly pro-Chiho, and America pro-Emi. I like Chiho too, FTR.
It might be worth remembering that in perhaps the most famous example of this particular choice, American fans always voted heavily for Asuka - one of the proto-tsunderes if ever there was one - while Japan and the rest of the world (and me) strongly preferred Rei. America does indeed, it seems, love their tsunderes.

I kind of find the poll numbers themselves kind of funny. The US making up by far the largest polled group while the country its coming out of Japan only having 152 votes. At least makes clear..well that the US is mostly split on it. 56% isn't a very compelling majority.
Kind of makes sense in some ways. Chiho has the busty nice girl factor in her favor. While Emi kind of combines the tsundere with the tragic heroine background. The series is a comedy overall, but no doubt that covers her backstory just fine. Personally like both girls for different reasons. So not really sure which way I'd go if actually voting in a poll on it.
