Enforcer Teana Lanstar/Lanster (CD 2, track 18)
The fact that her personally selected aide/adjutant was guilty of crime was extremely surprising/shocking. Though Teana was able to personally avoid serious censure/punishment after obtaining Runessa’s confession of her crime/plans, the entire affair for [Enforcer] Teana personally was a painful experience.
After a short period of self imposed leave followed by a longer period of reduced duties/responsibilities, Teana once again returned to the undesirable (alt trans: avoided by many Enforcers) [Violent Crime Section] and to full active duty.

(Note: This ‘short period of self imposed leave’ is an extremely Japanese custom. After making a serious error or getting caught in a scandal, the responsible party will apologize, go for a period of self imposed exile/resignation and then return to active duty slowly (usually at a lower rank) as a way of making amends. A good example of this would be the current Japanese PM Naota Kan; when he was accused/caught in a scandal in 2004, he resigned his position and went on a pilgrimage as penance and then returned to his party. )

It doesn't always have to be that long - she might well have been out for a good six or eight months, and then returned to her work.

Tellingly is her choice for missions. Basically she's in the Midchildan equivalent of the Special Victims Unit...you know, I think she's a Vita-In-Training. Her brother got killed in a mission and posthumously lambasted for failing his mission? She points herself right at the Bureau and is going to be the best, by quitting the top-level stuff she was in and going to the bottom and working her way up. Not as strong as Nanoha and the others? Points herself right at her goal and charges forward, making mistakes yes but bullheaded enough that she is by god not going to give up despite the worst conditions. Now she's confronted with jobs that the Bureau mages don't want to do? She points herself and takes a right up stampede at it. After she "falls down" over Runessa, she gets right back up and goes for it again.

That's one tough lady. I daresay that, lacking Graf Eisen, she'd headbutt Mid-Childa into oblivion if it stood between her and something she decided to do.

Starlight Breaker (CD 2, track 17)
[Accumulatory Cannonfire] which gathers mana in the surrounding area, then reuses and releases it. One of Teana’s ultimate/greatest bombardment magic, still currently in the midst of perfecting it as one of her trump card.
Teana’s weakness is that she is not blessed with an abundance of mana, thus this was one potential answer to compensate for her lack of [overall/absolute fire power]. Not only does this compensate her weakpoint but it also has the potential of a [one shot kill].
Presently incomplete, but has managed to reproduce the basic/fundamental form and kept/borrowed the same spell name of her Combat Tactic Instructor’s favourite magic. (Personally, though many are awed/intimidated by the name, it’s only remained the same because she hasn’t come up with an alternative name yet)
Sooner or later she’ll come up with her own personal take on the spell after she successfully perfects it, then she will receive a new name for it when she succeeds/inherits [the Starlight] from her teacher.
(Trans Note: Wow, okay, the Japanese text makes it seem like one of these martial arts movies where the stern teacher (Nanoha) passes on her secret ultimate technique to her disciple/student (Teana).

Does this mean Fate is the equivalent to a federal law enforcement type or state security SS/FBI/Stasi? Those intimidating black uniforms make sense then. For those who want to translate: [所属部隊における事件および法務案件の統括担当者].)
Enforcers who are clerical/office work oriented are assigned to their units/corps and generally oversee/are in charge of judicial affairs. More independent Enforcers who are especially skilled in pursuing/tracking/investigating tend to concentrate on following cases/incidents that require their full attention and abilities.
(Note: 内勤派の者は所属部隊の法務を全般的に担当し、独立派の者は自身が追跡を得意とする種別の事件を専任で指揮 ・担当する傾向がある。)
The position requires a highly diverse range of knowledge and skills. However since the JS incident, the Adminstration Bureau decided to expand its fight to eliminate internal corruption and raised the difficulty/bar of its already difficult exam further which lowered the pass rate, but Teana who long aspired to be an Enforcer safely passed the exam.

Disaster Relief/Prevention Department's Special Rescue Team (Disc 1, track 03)
Fires. Environmental disasters. Accidents. The Disaster Relief/Prevention Department mobilizes to them all. Their teams that specialize in emergency rescue is called the [Special Rescue Team].
A willingness to rush into extremely dangerous areas/situations, rapid/swift evacuations and high individual skill is required.
The [Disaster Relief/Prevention Department] was also once called the [Disaster Management/Command Department], however they changed it to give the Administration posting a [more friendly and modern name].
Disaster Management/Command members/officers are called Disaster Relief officers after the name change, and the ranks/hierarchy changed to more original Disaster Relief centric ranks as opposed to ground forces/army/military ranks.

Marine Garden (Disk 1, track 05)
A theme park constructed over the sea.
It has an underwater tunnel that goes deep into the ocean depths where you can walk and enjoy. It also possesses a very large amusement park and event hall with an unrivalled/sweeping view of the sea and port/harbour.
Connecting the land and undersea tunnel is an oversea bridge route called the ‘Aqua Line’ where you can enjoy the surrounding view. It has become a favoured tourist spot.

Remote/Frontier Nature Conservation Corps (Disk 1, Track 06)
One of the Administration’s external/outside organizations, an organization that specializes/concentrates on defending/preserving and observing remote/frontier world wildlife (vegetation/plants, wild life (trans note: birds and wild animals)).
Formally speaking, Conservation Officers are considered/ treated as TSAB/Administration officers, thus the time spent at the Conservation Corps service/duty is regarded as [Administration service/duty].
Duties range from cooperating with civilian researchers and their research, as well as working to counter poachers, for this the young talented/brilliant knight Erio and the Dragon Summoner Mage Caro are particularly skilled/good at.

Explosion (combustion) induced Fire (Disc 1, track 19)
An uncommon cause of fire, set off with explosive material (ingredients (trans note: medicine/drugs), explosive class).
Explosives spread the fire and raise temperatures quickly, moreover adds to the difficulty and danger when putting it out.

Restrict Lock (Disc 1, track 20)
Teana’s bind magic. A medium range with particular effects once fired, an extremely stable/strong capture (bind) magic.
It can take on many shapes/forms but Teana’s usual/favourite spell takes the form a magic ring that binds limbs and body at the same time.

Orussia – Embroiled in Civil War (disc 1, track 24)

An interdimensional world whose very “first contact” with another world, Midchilda, was generally peaceful. (alt translation: one of the first interdimensional worlds that Midchilda had contact with/Administrated) However even now, war continues to roil the world.
As an Administrated World it can ask for public/official aid/support but it rejects/refuses to accept any assistance, as a result the ability of the Administration to help is limited/restricted.
Orussia is one such world, the Southern countries continue to wage their endless (ie long lasting) war.

Infinite Library/Archives (Disk 2, track 01)

The pride of the Bureau, the greatest/largest analog database of the interdimensional worlds. It stocks every piece (written information) of information from TSAB recognized (known?) worlds. As its name “endless/infinite” implies, the information it contains continuously grows each day.
Previously it was a disorganized place (place of chaotic disorder) until about ten years ago, the current head Librarian Yuuno Scrya was appointed. Since then new regulations on organizing books/publications and database specific programs were developed. Thus the enormous/overwhelming amount of data is slowly but surely over the long months and years becoming more organized.

The Ancient/Old Belkan Language (CD 2 Track 03)

Concerning Old Belkan language from the Sankt Kaiser Reunification War Era it is possible to decode by contrasting it to modern Belkan (note: I suppose the idea presented here is like comparing old Japanese to Modern Japanese or say Canterbury Tales Middle English to Modern English) , thus both Teana and Runessa can read and write simple Old Belkan.
Otto and Vivio are slightly more skilled at it, while Lutecia and Agito are skilled enough to be able to refer to original texts and translate them. (alt translations ‘are able to go to primary/prehistorical text’)
A future job as an ancient language translator is a possibility for Lutecia, her precise/meticulous translations rivals (are as good as) that of the Church.

What [Mariage] means (CD 2, track 03)
In the lands of Couras (Chorus? Coras?) Alzas (Aruzasu), the word in their vocabulary, with a slight change in spelling and context, means [Marriage] and [Blessing].
During the age of Old Belka, whenever it annexed another country, it would import countless new words or find equivalent words to add to their own. (Trans note: Japanese text: 古代ベルカは他国併呑の歴史のため、言語が多様なじだいであり、現代語と近似の単語も多数存在 するが. I get the feeling that Old Belkan is like the English language, it befriends an interesting language and steals all the cool words)
At the time, depending on how a word was used, the meaning could be remarkably different.
This is one of the reasons why deciphering/translating (the language) of prehistorical to Civil War era Belkan is extremely difficult.

N2R (CD 2, track 10)
Subaru and Ginga’s four adopted sisters of the Nakajima family, a unit consisting of the 4 reformed former ‘Numbers’.
Advance guard position is taken by Nove and Wendi, and artillery support by Diechi with Cinque being responsible of commanding the other three in both advance guard/vanguard and rearguard positions. Cinque’s position makes it easier to coordinate the unit.
The name of the unit was thought up by Cinque, to put it simply, it is from the block and room number where the four formerly resided in (N Block-02-Room). Surprisingly, the name was thought to be very cool/awesome to the sisters.
Thus Nove suggested it as the unit name as their inspiration/hopes of a new beginning. (trans alt: to lay the foundations of a new…)

Fake Silhouette (CD 2, track 13)
Teana’s illusion magic. Can create an illusion of herself or a specific person or object, the illusion can move independently/at will.
During her time with Subaru at the Training school/academy and at Mobile Six, whenever herself or her team were in toruble, this would be one of Teana’s trump cards/secret weapon. Even now, Teana keeps this particular skill a secret from ‘others/strangers’, not even Runessa was aware/told of it.

Stun Bullet (CD 2, track 13)
Many Bureau members possess/make use of the popular specialty stun bullets, but Teana’s own stun bullets are highly original and refined.
It is highly damage effective/efficient and delivers high voltage discharge, not only that it also possesses high knock down power that robs targets of their ability/strength to move (trans alt: effectively immobilizes the target)

[Ix] and [Mariages] (CD 2, track 14)
Garea’s King, Ix, retains the ability to endlessly produce/create Mariage cores and is supposed to have the ability to direct and command them. But Ixpellia does not (alt trans: is no longer able to) possess that ability , moreover (apart from her first ability) similarly possesses no combat ability/strength.
(trans note: IE like the good Necromancer that Ix is, she is a very very squishy wizard. Quick she needs to take a few levels of badass by training with Nanoha!)
The main Royal Family of Garea had a particular goal/aim/objective in mind when they created this enhancement for themselves, however during their long spells of sleep the enhancement was somehow damaged somehow, the particular details are unknown.

Spells which uses one’s own mana to accumulate released Mana in the surroundings, then reuses and re-releases it as a bombardment attack.
These accumulatory skills are unique in that they allow reuse of Mana which has already been used. Furthermore, in addition to magic released by the user, Mana released by any opponents can also be collected and reused, allowing enormous output potential. For Bombardment Mages, these attacks can be said to be nigh-impossible ultimate attacks; however, in cases dealing with Mana levels greatly exceeding the user’s limits, the burden placed on the user’s body can be prodigious.

Wing Road (CD2, track 17)
A road of light leads the way to the sky, a unique personal spell/speciality of Subaru’s.
It allows a weak ground force/combat mage to freely take to the sky for air combat.
This is how she always reaches [a safe place is straight ahead], these are Subaru’s [Wings to the Sky].
(Trans note: When interpreting ‘a safe place is straight ahead’, think of Nanoha’s epic dungeon bypass minus the pink beam of befriending. This is Subaru’s equivalent + hotblooded determination, Starlight Breaker provided by Teana)

The location of where Ix now sleeps is within the Saint Church holy reliquary on the coast. (alt trans: In a church by the coast where they hold/maintain Saint Church relics)
A location with a beautiful wide sky/horizon, green hills and fields and a vista of the sea that Ix had desired, all in one place, where she can quietly rest in peace and safety until she awakens again.
The young Sankt Kaiser and others she had befriended, and that one girl/precious friend she ‘loves’ (daisuki = strong like) sometimes come to visit her there.

1. Reading the booklet spoils the ending of the two-disc CD drama? Man, I'm surprised that the Japanese fans didn't complain loud and long about that one.

2. When you chose the phrase "once again returned," the implication in English seems to be that she was working in that section before this incident and then went back to it afterwards--meaning that even this work is soul-scarring and undesirable, Teana deliberately sought it out the first time? (Which would be very much in character for her; she's the kind of person who would take the hardest possible road and not shirk the unpleasantness.

Yeah, I was pretty surprised to find out if you read the booklet, the ending was pretty much spoiled. But remember there was a warning saying not read past a certain section because of spoilers.

As for number 2... well, it looks like she was already dealing with pretty hard cases even before the Mariage case. In fact, I think she even complains how always dealing with really nasty cases and that's all she gets. I don't think it was a choice at first, it was probably a one time thing and then she found out no one else was doing it so she didn't complain when her second case turned out to be nasty too.

Subaru: Oh Tea, how’s work? Is it pretty busy?
Teana: Yeah, there are lots of things going on. Other than my first investigation, I’ve been getting nothing but evil/nasty cases to look over/take care of.
Subaru: I see.
Teana: What about you?

And then she went straight back to it once she got back.

That being said, it would not surprise me if deliberately took the nasty cases by choice. The Japanese text implies she 'returned' to duty with the terrible cases, but it never mentions if she chose to take them in the first place or if it just got shoved on her.

Currently a Fire Sergeant/Leading Private with the Harbor/Bay Security Forces'. (alt tran: coast guard)
When she was young, she was rescued by Nanoha after getting trapped in an airport fire and thereafter she aimed to become a Rescue specialist herself.
She then joined [Mobile Six] and became a student of Nanoha, after the decommissioning of Mobile Six she fulfilled her goal/dream by joining the Special Rescue Squad/Team.
When on the job is she completely professional, but privately around her friends she’s the same/merry as always.

Teana Lanster (20)
CV: Nakahara Mai
An Enforcer/Commissioned Officer with Headquarters.
Has been with Subaru since their time at Training School and until the decommission/demobilization of Mobile Six, has always been paired/partnered with Subaru in the same team.
Was the leader of the [Forward Team] which consisted of Subaru, Erio and Caro.
Lately, she has been unusually easygoing (alt trans: easy to get involved with). It’s probably thanks to the influence Subaru, Caro and the entire Nakajima family has had, but she herself doesn’t quite know/recall how it happened.

CV: Marina Inoue
Works at the Remote/Frontier Nature Conservation Corps as a dragon rider Knight.
Fate is his guardian, and has a sibling like relationship with Caro.
Recently has been increasingly showing off to Caro, but it seems Caro enjoys it, Fate and those who looked after him first are smiling rather knowingly and thinking/wondering if that’s all there is to it or if there’s more. Takamachi Nanoha’s only daughter, currently a fourth grade elementary student at a Magic Academy.
Gets along with the Forward team and everyone else. Knows Nanoha and Fate’s personality very well, enthusiastically/cheerfully participating in the commentaries.
