Well...basically in the manga the first time she showed up she looked older (there are moments where she looks to be in her late twenties)...the Mangaka's editor warned her that she looked like an old hag so Shinobu-sensei started to progressively draw her to look younger and cuter (eventually looking closer to Alibaba's age, if not younger). The anime however corrected this right off the bat and drew her to look young from her first appearance.

Edit: It is possible that what it was meant to describe is the value of foreign goods being driven up due to the local economy collapsing. But the inflation in that case would happen in a local fiat currency, not a foreign owned one. (thereby making it more difficult to use the local currency to pay the foreign debt) |

But in this case, the Kou empire and "the Organization" behind it don't care much about profit. Their aim is owning Balbadd ( Literally ) to weaken Sindria's economy ( Since most of Sindria's good have to go through Balbadd first ).
Regardless, this arce once again prove that bankers are evil!!!!
