Not to mention, aside from the fact that we wouldn't have been copped-out of the Iihiko damage if the story wasn't going to continue, this is far too rushed and unconnected to be the ending of the entire manga.
Or even more glaring, the fact that there are tons of open plotlines. Like Kumagawa's. Nishio wouldn't dare to end the series before Kumagawa wins.

So there are two ways to look at this.
1) It is going to end, and the color page is a send off. or 2) The color page is to commemorate the start of a brand new arc. The preview announcing the color page next issue didn't specify that it was the last chapter, so that's kinda suspect. Again, nothing is really fact yet, but that's just what it feels like. |

Well, the Election arc also got a color page in a sort of epilogue after the climax, Medaka and Ajimu.
Strangely enough, that was a very good arc to end the manga in(if Nishio added the extra volume pages and closed the open plotlines).
