That's not quite it, but I see where you are coming from with it. Melody is definitely similar.
The song I'm thinking of is more upbeat and "poppy" for lack of a better word.

I really like that song though. <3

The song is called "Yasashisa no Mukougawa" and the singer is Yuuki Risa. It can be found on the Tenku Senki Shurato - Soul Lovers Only! OST.

Now I know this is going to be incredibly vague, but this question has been plaguing me for ages and someone out there must know the answer. I'll give as much info as I can.

There was an anime theme, I wanna think it was an ending theme, but I'm not 100%, that started pit really poppy sounding. I remember a really definitive thing about it was it had record scratching in it. The only real information I have to go on besides that was that it almost certainly ran on American TV in the late 90s or early 2000s.

I really hope someone knows what I'm talking about...

We have about 100 possible candidates at least.
A single word and a timespawn of ~8 years really doesn't help much, you'd need to be more specific.

The best I could come up with is doing what I saw another guy doing above. I hummed the snatch of it I could remember:

The record scratching comes in between snatches and at the end (I knew I'd butcher it if I tried).
The only other thing I can remember is that the song went into Japanese vocals that got cut off really quickly.

According to MAL, Katou Tatsuya is the person doing the music for the series, thus he is most likely the composer for that piece, for any other details like name or such would be hard to know til the OST is out
