It happens in the latest dragon magazine so its not on the novel. Dragon-flu is a type of flu that only happens to dragons and people possesed by dragons.

The reason why Ise was chosen is simple. Student council need man power. So that leaves Ise, Gasper and Kiba. But Gasper was rejected instantly because he wont be considered as manpower. So Souna chooses Ise. Rias tells Souna to take Kiba instead, but Souna said that couple of girls wont be able to work seriously if Kiba joins.They get too attracted to Kiba.

Rias adores Ise too much so she doesnt want to. Even if all her servants are important to her, Ise is treated way different.

Haha!! She already have enough trouble with the occult club members... if Ise spends time with the student council and starts getting the attention of those girls means more headache for her... Ise already pawned one in there and if the power of dragon starts kicking in...
