A lot of the shots seem to feature the girls looking at the direction of the screen for some reason...

I'm trying to not get baited and be convinced of a false flag.

I get the impression that they're doing a photoshoot of sorts for someone holding the camera, the Admiral perhaps?

Yes, I got that impression after looking back at the screenshots a number of times and noticing what looks like some sort of discoloration and distortion of the shots... And after that of course we're going back into having an "Admiral" who's not going to be shown at all, aren't we?

... Okay now I'm finding myself having to stop myself from thinking "What if they're going to pull that one trick in one certain idol anime...?"

After watching the PV a second time I'm rather convinced the one 'filming' here won't be the admiral but Aoba. The girls are all far too relaxed. (especially Kuma and Tama)

So they're animating the shipgirls in full 2D for the battles instead of switching between 3D and 2D?

Considering we don't have full battle sequences yet, it is a bit too hasty to tell.
Visually speaking, it doesn't seem improved compared to the tv series, but if we assume the movie got a higher budget, full 2D combats aren't out of question.
