That's correct, it takes around 3 months to get a spirit out using the Gokult method, so the girls who have been refusing for only a month still require two more months of work.

As expected, Keima does it better: he got Hakua to accept his Gokult on the first day.

As cute as Elsee may be, she is the very definition of a static character even Keima has more development.

It's not 4 per week. She managed to catch 4 in that particular week, but she still took all that time. She probably catches as many as Keima, in the same amount of time, but through different methods. Whilst Keima goes 1 by one, and say, has collected 4 by the end of the month, Ms. Yukie starts with 4 and doesn't collect their souls until the very end of the month.

I was referring to the scene waaay back in Code Geass where Lelouch and C.C. were at the pool.

Here's I'm lamenting a missing C.C., while Keima looks...remarkably like that particular bastard.
