How the U.S. federal government can promote cooperatives and employee ownership
1)Any loans provided by the Small Business Administration should go to start-ups that are employee-owned (worker-owned cooperatives or employee stock ownership plans) or otherwise consumer-owned cooperatives.
2)The Justice Department, as a condition of approving corporate mergers under federal anti-trust laws, should require any new business created when two corporations merger that the new company be at least 50% owned by the employees thru an employee stock ownership plan. 3)The Department of Housing and Urban Development should mostly divert it's funds to developing tenant-owned housing cooperatives. 4)The Agriculture Department should fund consumer-owned food cooperatives. 5)Federal bankruptcy law should be rewritten to require any business filing for bankruptcy and still desiring to avoid liquidation to be placed under employee ownership (as a worker cooperative or employee stock ownership plan) or notherwise restructured as a consumer-owned cooperative. 6)Employee-owned businesses should be given special preference in granting government contracts. |
