That's just difference in goals. His goal is not to kill all his revenge targets, his goal is to execute cruel revenge on them, thus what he is doing is highly efficient.

Ichi is an insane killing machine who is broken emotional and projects his past of being bullied on the targets he kills, screaming, crying, and masturbating with the skulls of his targets.

Golgo 13 is a pro sniper/badass who can wipe out army squads just by glaring at them with his man-brows. He never lets a target get away and kills without hesitation, he doesn't kill based on emotions or for revenge, strictly those who target him or are his targets.

Going off what they said a first rate killer, would be Golgo IMO, both Ichi and the MC here bring too much emotions and revenge into their killings, second/third rate as killers. They are a revengers after all.

In the first place talking about whether he is first rate killer or not (no he isn't) has no meaning in his case. His goal is to take revenge (which includes making them suffer) and killing them is just last step in what he wants to do, it alone is not enough.

It is like saying, that guy XY is not drinking the wine in the most efficient way and he should drink it at once etc. Of course he isn't, his goal is not to drink it efficiently, his goal is to enjoy a good tasting wine.
