Also I'd like to add that I don't think Bonzo is torturing CC in his manga.
In fact, I think he's elevated her to the status of a Greek Mythos style witch like Circe, which when pronounced sounds a lot like CeeCee.

Circe was often described as a witch or sorceress that was immortal.

Perhaps I'm wrong, but that was who Bonzo makes me think of with his version of CC.

Well, if you look by a point of view, everyone had a punishment, in the original story and I added more:

1)Cornelia lost Guilford and Euphemia's dead isn't really avenged, world forgived euphemia thanks lies.

2)Ougi has a heavy feel of guilty cause his errors, a lot of black knights dead cause his bad choices and he feel himself guilty about Naoto's death, the fact Kallen uncovered the truth about naoto's death is a heavy blow for Ougi.

3)Villetta will never have a career, she will be just a normal wife, with a decent job and a standard japanese husband.

4)Tohdou and Nagisa, for their error caused by stupidity and the bad accusation Nagisa said about Kallen, they were punished going to live in Britannia like Lelouch external guardians, (try to think something worst for two exalted patriotics).

5)Nina, cause Lelouch geass, removed the fleija memories and the events connected with it, people told her about the bomb later, but she must live hided, because at the world don't care if you don't remember what you did.

Etc...

Lelouch surveillance will end years later, in 2026 but from a point of view, he has the worst punishment, Kallen love him a lot, they have 4 children, but he will never see the events every father want remember for the life, the first steps, watch children grow, play with them....

At last Cornelia is the britannia's family member did the minor damages, but you must remember two extenuating circumstance:

1)she revealed to the world the truth behind schneizel plan, saving a lot of people.
2)she saved nunnally together with suzaku.

I prepared the last part of OAV chapter 7 storyboard, the big battle will end in 8-9 pages and I'll show how a army can fight desperately for his country, but without to sacrifice lives like japan style.

Perhaps, but under that basis it's sort of unfair that Lelouch gets hit by Laser Guided Karma instead, when the worst he did, in this scenario, was an incomplete Zero Approval Gambit.

He killed a lot of innocent civilians, britannian and japanese, manipulated more people with geass, he used a heavy repression against britannian when he was emperor, take fool of the world during the conference, hided a lot of truths....

A lot of the stuff he did while he was Zero was out of necessity because of the nature of the enemy he was facing, and was still balanced out by the reasonable amount of good he did, and what he aimed to do, that is, improve the state of the entire world by taking down the Britannian Empire. He only used his geass on enemies as needed, never using it to turn people to complete servitude.

Cornelia by contrast conquered nations and killed civilians with severe discrimination (Saitama again is a good example), and was unwilling to help save hostages. Whatever she went through at the end of season 1 and thereafter in no way made up for this.

Lelouch wasn't even in the same category as Cornelia given his nobler intentions. And before you bring up Zero Requiem, he did that because he had passed the Despair Event Horizon following Nunnally's apparent demise and the Black Knights turning on him.
