Use fullstops, capital letters,do grammar checks, and sentence structures. Don't make me call you idiot, I have been using that term in emails to Bethesda and my ISP the past few days.
Rom is probably referring to ROM temperature, probably the HDD. Get a fan, face your CPU out of the window, open the casing then blow the hot air out. Hit 75 degrees and you might risk damaging your hardware. If it is really room temperature, it is probably Fahrenheit. 73 degrees is the only heat you get in hot-rooms (for firefighting training), and it requires a really enclosed place to retain that heat.

The graphics card uses a 16x PCI Express which is bigger than the TV tuner card which most likely use PCI or PCI Ex x1. You just need to remove the current graphics card you are using.
Most will not use a additional slot for a fan except the high end ones.

This card should fit since the fan is not as big as others.
http://www.newegg.com/Product/Produc...82E16814133243 Less powerful ones have small or no fans but will perform poorly in most games and not worth the money since you can get a powerful one for a little more

The problem with midrange cards is that they are obsolete after one year since newer games won't perform as well as if you were to get a higher end card and they cost nearly the same as you were to get a Geforce 98xx series... which will do a bit better with newer and future games.

I would avoid cheap power supplies and get one for a reputable company since they can set up a road of failure because cheaper PSU uses cheap components which can potentially cause a PSU failure.
A good PSU should cost no more than $69 dollars. Some suggestions: http://www.newegg.com/Product/Produc...82E16817182062 http://www.newegg.com/Product/Produc...82E16817171038

The powersupply should be respectable since its delivering the power to the components. The power it delivers should be clean and free from ripples. http://www.newegg.com/Product/Produc...82E16817139005 Slightly more expensive, but a great product.
