Presumably. He could seek it out (as Sai's brother did), or he could flee from such a closure (but if his closure is only found in the Moon's Eye Plan, then that would mean abandoning the plan).

and here is my attempt at explaining how. There are a few holes in it but I hope that at least some of it is right... I hope nobody has come up with this already ^^;

Spoiler for Tobi is...:

The person behind the mask is Izuna. How is it him when he's supposed to be dead?
He never died in the first place. Madara and Izuna were both almost equal in terms of abilities, and with Madara going blind, that's immediately a one-up for Izuna. Izuna killed him (although I admit I wouldn't know why, we know he and his brother were very competitive, and maybe he didn't agree with his running of the clan). So Kabuto and Orochimaru managed to decipher the Naka stone tablet thing (I think I remember Kabuto saying they did) and work out that the Uchiha body that was buried was Madara's, not Izuna's. And that's why Kabuto could find his body for Edo-Tensei. Before killing Madara, Izuna took his eyes. As the EMS ends up as a combination of the MS of both the donator and the receiver, we wouldn't be able to tell it wasn't Madara just by looking at his eyes. He then posed as Madara, while Izuna was conveniently 'killed' in battle, and continued undercover until he was 'defeated' by the first Hokage. Quite how I don't know, but then Orochimaru did manage to pose as the Kazekage without being noticed. There are a few holes in all of this theory, but maybe they can be ironed out.

After this, Izuna awakened the Rinnegan. To take suspicion off himself, he gave them to someone he could keep tabs on to take them back at a later date - Nagato. This left him in need of some eyes, and by coincidence he comes across a dying Uchiha child, Obito. Having just given his left eye to Kakashi, only the right eye is up for the taking. He takes the right eye, and wears a fake eye for his left. This is why his mask only has one eyehole, it'd be pointless having a left eyehole because a) he wouldn't be able to see out of it, and b) people would be able to tell it's fake. Later he takes the Rinnegan back and replaces his fake eye with one of them, so now his mask has two eyeholes.

Tobi 'is no one', because his real identity is someone who's meant to be dead.

Although this doesn't really explain why Edo-Tensei Madara has Rinnegan.

But Tobi had always two Sharingan eyes, even if he wore mask with only one eyehole, hadn´t he ? Left one was his secret trump card for use of Izanagi like he did against Konan. Or not ?

Ah that's true. Damn! Maybe he got the left eye from someone else? His right eye just happens to be from Obito, but not for any particular reason than a red herring for a plot device.

When Izuna's eyes were extracted, he didn't die. A false corpse was used in his burial, and he may have even taken the eyes of whoever they used as a false corpse just so he could see. He continued his life as normal, becoming Tobi. Madara is Madara.

I reserve my judgment for when it actually happens. But I can say this: If it does turn out to be Obito, and there isn't an explanation for the total 180, not to mention the plot holes, I will officially say that the quality of writing drops to below-average just because of that.

Making him turn out to be someone else wouldn't be half as plothole inducing.

I guess we all have our preference of which character we would like to see in the story, and then we try to gather all evidence that supports that and forget all that is against it. I liked Obito's character as it was, and i also would like to see him again as part of the story if it's possible, but not as Tobi, i would not like him being another Nagato or another Sasuke, it would be pointless story-wise. I was thinking he could be an Edo-Tensei used by Madara to break Kakashi's will when Kakashi becomes troublesome in this fight (Madara has his DNA now it's confirmed, and also Madara had the time after learning Edo-Tensei to make preparations for the jutsu).

That Kagami guy i think was included in the story to show that Uchiha were also part of the leadership of the village, i don't think he will have any major role, maybe be part of some flashback where we see how he was exploited by the village and died, just to see another example of why Sasuke hates Konoha, or maybe show how Tobi or Madara killed him because he was one of those who chose konoha over Madara. But i'm sure Kagami will never have a major role, at most he can be an important character of a flashback concerning the relationship of Konoha and Uchiha.

My personal favourite for Tobi's role is either Uchiha Izuna (and i have already wrote in other posts how the most facts in the manga so far supporting this), or it could be an Uzumaki or Senju since everybody expects Tobi to be an Uchiha. Tobi being Izuna would be the most logical and also we could finally see his character (also there would be someone related to the real Madara in the current world where there really isn't anyone closely related to Madara). Tobi not being an Uchiha would be the most interesting, since almost everybody expects him to be an Uchiha.
