It's MUGEN. People around the world create and design new characters for others to download all the time. Every single fighting game character that ever existed has probably been made into a Mugen character, and every famous character had multiple versions on the internet by now.

Not satisfied with recreating existing characters, the internet masses are always creating new Mugen versions of any characters they can think of, ANYWHERE. It's not as quick as rule 34, but eventually anyone you can think of will be in Mugen. (This includes strange additions like Tom Hanks, a killer whale, and the R-Type sidescroller fighter jet.)

Not just Athena's, she also incorporates a reworked move of Nakoruru's as well, and she even uses one of Strider Hiryu's super moves.

Since that's actually the original meaning of the word from when Sunrise first introduced it, it's not surprising. Gundams are meant to able to stop enemy attacks in its tracks.
