You mean aside from the transformation scenes that show dem delicious curves and which repeat every single episode?

That aside, I imagine the pace is what some people find annoying. It's a somewhat old anime, and video has changed over the years (yes, even two decades is a lot by video standards). Sailor Moon has the old "monster of the week for half a dozen episodes before something vaguely related to the plot happens" approach to storytelling. Which is snail pace plot development by todays standards.

Well, that was the "trend" I guess... same as fan service is rampant even in non ecchi anime.

I wound up watching it all the way only because I liked the older characters more instead of the MCs, but the anime seemed to forget these guys exist.

Eh, it's mostly the result of a lot of fans who grew up with it shaking new anime fans going "You must watch Sailor Moon! You can't be a true fan if you haven't watched Sailor Moon!"

Said fans, having gotten into anime with the recent seasons, go into Sailor Moon with high expectations. Letdowns are expected.

No matter whether anime or ANY OTHER entertainment medium -- the older stuff often has to be appreciated academically. A movie film from the 1930s might be brilliant -- but the pacing and editing is likely to drive an unprepared modern viewer absolutely nuts.

For that matter sometimes a film I thought rocked in the 70s or 80s I can barely watch now just because the pacing is glacial compared with modern film, the special effects didn't hold up, or the most lethal: the social mores of the time are nearly intolerable now.

The same goes for anime.

From what I see, the reason why people hate on Arcana Famiglia is probably due to expectation issues : they are heavily alienated by the plot summary that the show will probably focuses on a bunch of mafiosas fighting crimes and such (I only watched the first episode though). Instead what they got is a romantic comedy with mafia's theme and focus on the unlikeable main characters, which probably why they see it as the worst show of the year.
