It's abit more complicated than that since we don't know how it works, there has to be a reason why she doesn't just mind control everyone.

The magician is basically blackmailing people into doing what she wants, my guess is she gambles with the children control them, and tell the parents to do what she says or else. It's probably safe to say that she had one or two kill themselves to prove a point.

My bet is that the gamble magic has conditions for the magician to always win. If the conditions aren't met, then she's the one that relinquishes control over herself.

Another possibility would be for it to be a literal gamble with a 50% chance to win, but if she uses with people that don't know how to take advantage of winning then she would be safe. If it's like this, then most likely she can only use it once per person.

Anyway, it's good to know that Birdway is not perfect as she had to use a fail safe and she was also bemused about how GREMLIN knew about her plan... I think it's safe to say now that those cameras are the culprit.

Seriously, I've said this before I know, but I really have to wonder what Kamachi thinks of the U.S. Everytime it's mentioned, there's always something about guns in it. Really, man...

To be fair, he was like that with Russia in the Shopping Mall district as well. I think in his mindset, if it's outside Japan = Free Guns for civilians. There probably would have been some during the Civil War if the civilians weren't locked up.

Not really; Britain, France and Italy didn't have free guns for civilians.

Hmmm, I really thought that's one of the first few modifications Accelerator would have done himself is to try to mitigate that weakness, but in NT1 it seems he still has that problem.

Then again, Accel hasn't been able to be shown to activate his wings at will. It's more like a last resort when he ran out of energy that time. In fact, I would say that sabotaging the choker would actually increase your chances of getting killed if you're not LO (and the other LO I know just got traded).
