She looks way better yeah lol. If they kept her looks from the manga, I think people would have had the same expression as her if they saw her on TV/Computer/etc

The fish-eyes look don't look that good in anime form. I support the production team's decision in changing Shinobu's look.

Deadfish eyes are usually not good in girls. So, I support the change. Most of the changes in Railgun is good anyway. (except probably for ~maybe skipping some crossover with Index)

Why aren't they good in girls? I don't think it makes a huge difference in the presentation of the character in the episode, but why can't she have dead-fish eyes?

The deadfish eyes gives it more disturbing and twisted look which showcase who she is, which is being toned down in railgun anime.

I don't think she is being "toned down" at all in the Railgun anime, but rather they introduced an element of surprise in the scene. If they use those eyes, you know that she's crazy/dangerous from the get-go, but it's a lot more effective for her to look normal so that the goons have a good reason to let their guards down. The ensuing scenes are arguably creepier when you see how this "innocent-looking girl" is anything but innocent (even though we see at the end that she had a trick up her sleeves).

As was discussed before, the anime has elements beyond just the plain visual look to hint at the personality of the character -- things like tone of voice, and movement, subtle visual cues/gestures, music, and sound effects -- which is an opportunity the manga doesn't have. Here, they made a change that more effectively builds the suspense in the scene and helps make it a bit more believable.

To be fair, one of the thugs starts freaking out before she even does anything. She's supposed to appear at least unnerving from the get-go.

The only thing people knew about the previous grail war from FSN was that Saber and Gil fought and both Kirei and Kiritsugu survived it.

Pretty much a large portion of the Sister's arc(and pretty much the overall plot) is covered in Index.

Big difference there.
