Well, didn't Izaya make a similar speech with Rio and her situation? I don't think it spoils that much at all, just emphasizes Izaya's batshitcrazy attitude towards the world.

The exact same quote is in the manga too, chapter 4. That one doesn't really spoil anything, it's just a bit different from the quote in ep 2 but the overall meaning is the same. Still, it might be better to put any quote not from the anime under spoiler tags in the future.
