The first season of Higurashi was broadcasted in april 2006, while Minagoroshi barely got released in end december 2005. So it is a bit "short" to work on 7 arcs in barely 4 months.
The production of the first season most likely begun before Minagoroshi was released.

Indeed. The way how they ended the first season pretty much implied that the series wasn't expected to have a sequel. It was way too open (despite it should have ended like a cliffhanger).
Perhaps they needed a proper popularity for an appropriate budget, consering how Kai became compared to the first season.

BTW, they did announce seiyuus for Battler and Jessica already on 7/31, so you guys can stop speculating for those two characters.

Battler: Ono Daisuke
Jessica: Inoue Marina

I enjoyed both of them in Minami-ke, still I'm having a hard time seeing Ono as Battler. I blame his excellent performance as Itsuki Koizumi in Haruhi. ^^;

I think Ono Daisuke is an alright choice. Though I admit Im hoping he uses a appropiate voice (don't know if Akasaka's voice would work in Battler's...I don't think so)

Inoue Marina works. Though I think I was expecting someone like......Saeko Chiba? Nevermind that could have gone wrong easilly.

That's exactly my guess.

Since they've only announced that they're making anime, but not when, so I don't think it's going to start before the end of 2008.
By that time fourth arc will be out, which will be the last Question arcs (according to Ryu-chan's diary), so if the anime goes up to 4th arc it could have well-shaped, if not happy, ending.

Well, that's if they're planning to do another series for Answer arcs, it is.
If they try to fit everything in one season of 13eps or something... we'll all go Umineko no naku koroni, ikinokoreta mono ha nashi.

As far as the official site is, there isn't any announce for a 2008 release. It is only for the opening theme.

Please avoid referring to rumors and whatnot.

It is unfortunate that I don't "know" Battler. Epic laughter would be a major selling point if he needs to go stark raving mad.
