No one really knows what are the true extents of Chifuyu's abilities. All we could do is imagine.
That's the reason why she is so popular.
If I rank the cast I think it would go like this.

Chifuyu and Tabane at the top (No qualms on the ranks of these two OP females).

Squall, Tatenashi, Madoka, Natasha (she is after the representative of America).
Iris (she is good but she kind of failed against Madoka), Autumn (good but reckless) Maya (too humble for her sake but has the skills)

Laura, Charlotte, Rin, Houki, Cecilia, Kanzashi and Ichika at the bottom.

Though I'm hopeful that Ichika has a very big potential hidden on his sleeve. He is showed to be a fast learner and quite athletic too, maybe he is not as weak as he appears to be.

True. After all, it is said that more you work with you IS, the better you are.
All the girls -except Kanzashi- have that advantage on Ichika. Though my ranking for some is a bit different: Charlotte (Experience) and Laura (IS) are on the same level. Houki is just under them, 'cause even if her IS is OP, she didn't have much time to practise with it. After her come Rin and Cecilia. The later beat Ichika by one pinch... but I have no doubt she will improve, just to punch Madoka with her BITs. The last one is Ichika, for oblivious reason. I can't really rank Kanzashi, we didn't saw much of her IS or herself in a fight. Though I think she is more a tactician than a fighter.

I wonder if Squall stronger than Tatenashi... Mysterious Lady is seriously OP and I'm sure there are more surprises about it. When I read volume 8, I tought her IS was crafted by Tabane.

You know, I wouldn't be surprised if it was revealed that Chifuyu really is the main heroine of IS and not one of Ichika's harem.

For funsies:

“Use this.” A robotic voice speaks to another obscure character.

The character walks over to a cylindrical capsule that towers him by a few meters. It has a clear front panel, behind it stands a set of white armor and a pilot suit.

“That's...” He says.

“White Elf is its name. Developed using every known data of the IS and EXA Frames.” The clear panel opens along with the entire front panel splitting into two. A hissing noise accompanies as pressurized air escapes the capsule.

“White Elf... huh? So this is the unit bearing untold power that's capable of taking out the IS.”

“That's right. The unit that will advance our plans.”

As the character dons the White Elf armor, he steps out and moves his arms about. Unhindered by the armor, he begins checking the holographic optical interface inside the helmet. “Amazing...!”

“While you are out there, do keep an eye out for the second unit.”

“Second unit? There's another White Elf?”

“The infiltrator, whom only calls himself The Author, broke into the station and stole Unit 02's blueprints.”

“Any idea where he went?”

“No. Somehow he managed to wipe out specific parts of my system, including the station sensor logs. My only memory of him is his cover name.”

Shortly after that, all memories pertaining to the infiltration gets wiped from their minds. The apparent power of an author

How many OCs you have in TbT again? I re-read them last night and i lost track at how many they are.
I'll try listing down those i remember. Correct me if I got their profiles wrong.

Protagonist's side:
Satella Montgomery Hansenberg - Chairwoman of the International IS organization.
Natalia Shepard - Natasha's cousin and former IS candidate representative of USA.

Antagonists side:
(Orimura clan)
Orimura Izanami: Wife and sister of Izanagi, mom of Chigusa, Chifuyu, Ichika and Madoka.
Orimura Shizuka: Wife and sister of Izanagi, mom of Misaki and Yuuko Orimura.
Orimura Minazuki: Wife and sister of Izanagi, mom of Chisaya and Saya Orimura.
Orimura Shiori: Wife and sister of Izanagi.
Orimura Izanagi: Husband of his three big sisters.

Orimura Chigusa: First daughter of Izanagi and Izanami, big sister of Chifuyu, Ichika and Madoka.
Orimura Chisaya: Eldest daughter of Orimura Minazuki, cousin of Ichika.

Justice: The eldest and probably the most powerful among her sisters.
Testament: A SAIS currently acting as Izanami's IS.
Apostle: A SAIS, no info on her yet.
Oracle: Ice-type SAIS.
Archangel: Fire-type SAIS.

That's all that I remember, just tell me if I missed some. Seriously they are too many and you still have many to show for the next arc. Just how many ideas do you have?

You missed the mom of Tatenashi and Kanzashi, Sarashiki Tsukiko, leader of the Sarashiki clan. Also the matriarch of the Lee Family, Lee Jin and her daughter Lee Yu Na.
There's also other young aces of the Sarashiki family and some other OCs bu they aren't really that important though.

Actually Izanagi is the husband of her four big sisters, not three, or maybe you just made a mistake there.
Actually there will be five new OC girls in the first years.
I'm still not sure yet of baddies but there will be several of them making their debuts on the fourth arc.

Honestly my OCs are so many I even sometimes lose track of them. Must make notes so that I don't forget

Frankly, I'd say the Truth Be Told is too bulky but loose now. To put it simply, it would be great if you end everything with the first two arcs, but for now, if you want a saga, it needs serious reinnovation.

Just divide into books, 2 arcs for each, then fix one by one.

I am always amazed when people managed to keep writing for like, half a million words for a single story and ongoing

Especially if it's still has overarching plot and not completely stale.

When it comes to saga, I was thinking roughly 200.000 words.

Wish my time could permit that. But i'm stumped because i'm working again on my Mahouka fic and there's still my two stories

Mine already reached over 600,000 words, is that still a saga? But the drawback of having a long story is the tedious work in checking any mistakes you made. You have to skim through a lot of chapters just to find it. And in my case I forget some of my characters because I was stupid enough to not make notes of them and I have to skim the long chapters again looking for it

Focus on only one project at a time. If you can't write a new chapter, do a one-shot.

Watching Black Bullet does gave me something to work with - namely reduce Madoka to a loli.
