The problem is that what you have said are abilities of the Balance Breakers (redirect, Jabberwocky, transfer), not on the normal state unlike ZT which already has that ability.

All things considered, its not just the Sacred Gear remember, its the user. How they use their powers, battle experience, and etc is the way to measure it. Base off recent events, Ise and Vali are unlocking abilities that other previous users have not. There is really no way to measure them black and white, unless there is a battle.

As it stands Dulio is probably the strongest user.

ZT's BB would most likely be a regular one as i doubt heaven would do shady experimentation (at least not anymore after the holy sword exp) or use breast powers to alter ZT's BB, but the BB's of the other three are subspecies that hero faction made using illegal and dangerous research, thus that could close the gap in power of AM and DL to ZT, if Georg and Leonardo used chaos break just how much more powerful their BB's could be

Georg's BB isn't a subspecies and Leo's is a forced one so I doubt he could use that again.

Cao Cao and Georg didn't do any "shady" experiments just to reach BB. They attained it just like how others did.

And why do you discount Dulio not having a subspecies BB? With his personality, the chance of his being a subspecies is high.

Hero faction sent phantoms to analyze their enemies to make the Anti-monsters, Cao Cao crafted his BB (he even mentioned he took interest in Kiba's dragon troops to make one of his BB's Ability) it still is possible (just speculation though) that they could have chaos break but did not have the chance to use it at least for Georg as gasper Pwned him too fast

I'm thinking hZT's BB would give powers to make it rain doughnuts

Apart from controlling all the elements, he can control all the food that he wants to eat too.

ZT is still higher than AM or DL in my opinion, since ZT has showed that it can freeze the realm of death where nature environment doesn't exist, the BB could be something like 10 tsunami send straight to your position, so all Jaberwocky and the mist would be blown away.

Jabberwocky was on par with Sirzechs whole team. And the lesser Bandersnatch was enough to fight Serafall equally. The same Serafall who could freeze a country in one shot. There is no way Zenith Tempest could equal that.

And DL's mist can block giant dragon lasers, it isn't going to just be washed away.

And Surtr with the anti-spell can destroy Jabberwocky all by himself.

Surtr is the strongest being in the Underworld aside from possibly Sirzechs and Ajuka and he still needed an anit-spell. Which means that in a straight up contest he would lose.

And it never says she murdered it, they "fought while changing the landscape". And she didn't kill it until she got the anti-spell either.

Dulio could just freeze the air around Cao Cao or suffocate him. You don't know how overpowered an elemental power don't you?

You seem to have forgotten that Dulio can multi-cast while Cao-cao needs to switch everytime

While it's true you can't just measure them by SG. But in Ise case it's not just the user and Sacred Gear it's all the add-ons he has gotten as well a holy sword, Albion's power added, and evil pieces.
I agree Dulio is probably the strongest user right now which is a good thing maybe he can beat the whine out of Saji. I liked Saji character before he started this whole brooding phase and while he'll never catch up to Ise he is still leagues ahead of most Dragon SG users who have no hope of catching up to him. The Vritra's Sacred Gears merged to form one Uber Vritra SG when Saji had that surgery done no matter how you look at it someone using one regular Vritra SG or Twice Critical isn't going to catchup to Saji even if they have a Sub-Species in both there standard and BB forms.

He can teleport anywhere he wants as many times as he needs. Dulio has no way to predict where he'll appear, so Cao Cao can just run around and then shank him in the back.
