No, I mean actual actors. In-story. The Rokkenima incident is a pretty famous story in-series, it seems, so maybe they're doing a play or something.

why did some people think exactly the same when the portrait of W&L and the cover for ep7 was unveiled?
Also is it okay to make a play out of actual tragedy while the families of victims are still alive and it wasnt that long ago?
