Could be, maybe the formation of the Solomon company was to combat Athrun's group. However, the Solomon group plan was done in a manner where they drew enemies to themselves as well. If you want Demons, contract them through the normal means. Kidnapping members of the Pillar Squad isn't going to give a nice outlook of many Demons.

Cuz they need test subject for Anti Demon Weapons? Remember, no one in the pillar squad has been shown to be contracted by someone yet.

Even with that, you can get your materials in a better manner. The Pillar squad would be give it some thought if it were a matter of Royal protection. The point of the matter is, kidnapping Kaiser de Emperana Beezlebub III best force isn't going to give them any benefits. Even more if Kaiser de Emperana Beelebub III takes exception and declares war on them.

For materials, they need war veteran/powerful demons so that they can test the maximum potential of the weapon. They even kidnapped a dimensional demon so that they can mass produce that teleportation jewel.

I meant when they formed the Solomon Company long ago and before all of this, negotiated with Kaiser de Emperana Beelzebub III their plans. Develop a partnership which would allow volunteers and such. Many would given some thought since Madam Aisha was there (however we do not know the full history yet so do not quote me on that).

There may be the chance that she is unaware of it, however if she is aware of it. Then...............it is going to be a very good interesting arc despite it already being it is.

He said "one more step........" after he commented that Oga got stronger after fighting takamiya.

What exactly is suppose to happen if Oga gets stronger?
