I don't get the low budget comments. I found the animation to be intentional and consistent with prior episodes.

The reason why we say this is that backgrounds generally had very liitle animation, the characters remain super deformed or at the very least in the "comedy mode" the entire time. When the series moves into action scenes it tends to increase the rate of key animation, and increasing detail in shots. When it goes into comedy mode it tends to lenghen key frames, make the charachter super deformed and thus quicker to animate, and key frames are repeated. This production of an episode where all the action scenes are treated as comedy scenes will generally cost a fraction of the price of a similar episode.

Well, it was intentionally low budget. It's for sure that it was cheaper than any other episode so far, it's just that the animators, knowing that they had to spend less in some episodes in order to save more time and money for the big shots, managed to integrate that in the episode and do it naturally instead of just taking a random nosedive in quality. Bravo to all of them, this is doing anime with style.
