That other woman = Auris, his daughter. And he didn't trust Hayate because she was under an investigation but the whole Book of Darkness thing was classified, and presumably even a general didn't have enough clearance to access it. From his point of view, the higher-ups have been conspiring with criminals in broad daylight, so he, who was conspiring with criminals in secret, had the moral high ground. ^^

It's not quite that clear cut. Regius knew he wasn't a mage, but he still wanted to protect the people. That's why he took the risk of working with the brain council and Jail, to furnish weapons that he could ultimately seize to protect Mid-Childa. I get the feeling he would have been there in the front lines if he was a mage himself (it seemed to be one of his regrets).

But yes, the joke is amusing.^^

Vice(Narrating): It's a well coordinated attack. So far it's been damn effective.

Sniper Shot was casted as he pulled the trigger, and the bolt hits a hostile figure that had tried to attack some civilians. Seconds later, he ejected a spent cartridge out of his device.

Vice(Narrating): Don't know what they are, what they want, where they came from.

A bright light appeared from the sky.

Vice(Narrating): Only one thing is certain.

As Vice looked upwards, the view zoomed away, showing a war torn Cranagan as battle erupts between the meager TSAB defense troops against the surrounding invaders.

(the crew starts giggling)

Raising Heart: "Well technically, master, YOU'RE the one who opened the box, so YOU killed the cat."
(Nanoha doesn't get it. Fate, who does, starts giggling)

(Fate tries to come through a curtain-door, only to get tangled in it and land in a heap on the floor. Arf starts laughing)
TAKE 2:

(Fate walks through carrying Bardiche by just below the axe-head, but her grip slips and the Device lands pointy-end-first on her foot. She starts hopping around holding her foot. Precia struggles not to laugh)

(A certain silver-haired boy walks through the curtain)
Fate Averruncus: "You called, madam?"

Newscaster#2 : "...freak weather battered the Marine Garden..."

Newscaster#3 : "...sudden spike in both frequency and intensity over the last few days..."

3 Days Ago...

Newscaster#4 : "...so far there are 147 laboratory confirmed case..."

View switch to numerous scenes of virus victims, mutated corpses of civilians, soldiers and scientists alike, littered across Cranagan

Newscaster#5 : "...there's been no progress in holding the spread of infection in victims of the Cranagan Twilight Virus..."

View now shows martial law enforced on the quarantined zones

Virus victim, whimpering as a doctor in HAZMAT suit could only watched helplessly : "Sankt Kaiser, it's eating me!"

Today...

Cranagan was shown to be war torn, with monuments destroyed and many buildings brutally demolished

Chrono: "Welcome to Cranagan - Welcome to the War"

We were shown to a montage of TSAB troops mobilizing, flying into the war zones

Chrono: "From here on in, you're on your own"

The scene changes again, this time into a full-scale battle all over Cranagan

Chrono(Narrating): "A city under siege..."

Chrono: "Uptown, downtown, midtown..."

More scenes of destructions were shown, with flames engulfing the city subway and a great flood wiping a part of the city

Chrono: "Everywhere, soldier - they've taken the whole goddamn city!"

Chrono(Narrating): "An ancient enemy, reawakened to claim what's rightfully theirs..."

Multiple scenes of the invaders were shown, revealing previously unknown Gadget Drones of various types attacking, ending with a chilling view of a large group of them

Drone Gunships hard-drops some troops, before firing sinister-looking red missiles

Shari: "That suit you're wearing, it's build out of a self-repairing, semi-organic nanoweave..."
