Network problem, internet connection

It's been 2 days since this thing happened to my internet.
Well, I can connect to the internet, but the problem is, as soon as im connected to the internet, my speed will experience 'real lag'. Actually, once im connected to the internet, I can surf on any sites without lags, but after a minute or so, it just got laggier and laggier......
As soon as i connect to the internet
In cmd
"ping google.com"
"230ms"
goign pretty well
a minute later
in cmd
"ping google.com"
"3400ms"
whats goign on to my internet? I tried updating my network card, it was looking good at first, but then again, it went back to around 3000+ms.
There is one thing i found out as well, whenever my internet is running smoothly, the packet sent are always less then the packet received. However, if my internet is very very very laggy, the packet sent are always more then the pack received, and they had a huge different.

Are you using a wireless router? Could unscrupulous neighbours with wifi cards be jumping on your network?

If the extra out-bound traffic cannot be accounted for (by BitTorrent downloads for example) you probably want to take your computer offline and check for rogue processes (i.e. programs running that you can't explain). A virus scan would be a good idea too because your computer might be a zombie participating in an attack on another computer.

meh, it didnt help one bit, i had emailed my internet service provider and hopefully they could figure out what is happening.
