I got to wonder when will they show Touma's face. Will we see Biri-biri chasing him every so ep.
Well I hope it will be fairly soon. Guess until they officially introduce him in the series we'll be stuck with the silliness of hiding his face and hinting at his ability.
I gotta admit, I kinda like the way Touma looks there better; he seems too much of a spikey-head in his final character design.
I thought that was the same for everybody; Uiharu got chewed out by her teachers in episode 1 for not having grown past level 1, which suggests that Espers start out there and work their way up. All Espers probably start out at level 1, then grow from there.
Lowest rank for Espers is level 0. Which designates having no conscious control over your power. Higher levels require increasing control.
Motoharu Tsuchimikado is rated level 0 because his Auto Regeneration power is entirely passive. And there is not much he could do to make it more controllable.
People without powers like Pierce Aogami and Ruiko Saten also get ranked as Level 0.
Pierce is a complete slacker, Ruiko rather less so. But then something like 20% of the students who don't drop out never display powers. Tokiwadi of course only accepts prospective students who are level 2 or above.

Level 0 means no power at all...Usually. With exception of Touma and Motoharu.
With Touma he can't be detected of any AIM (An Involuntary Movement) by the machinery. Question is whether Imagin Breaker is a esper power to begin with. Motoharu on the otherhand was a magician. His esper ability and magic don't work normal.
To be Level 0 one has at least to have entered the brain development program.
Level 1 is at least one have shown an aptitude for esper ability like bending spoon.

Just that Mikoto has worked her way up through the levels. [Amusingly it would appear that she did it almost entirely at primary school ]
Some powers appear to rate a level above 1 purely by being usable. Teleportation for example may require sufficient control to use at all that it doesn't have a level 1.
As I understood it, Electromastery is apparently a relatively common power. Mikoto is unusually in having reached high level in it. [ The implication was that she is the only Electromaster above level 3]

As far as either anime is concerned no one has mentioned Tokiwadai having another level 5.
I mean, this information is not surprising and is actually rather expected. At least you didn't give a name...
Though as far as this actual discussion is concerned, from what I gathered from Index and a few manga pages (of stuff that already has been animated), it seems there is both an initial level, and some mobility... It could be that teleporting requires sufficient control that there is no level one, or it could be that any teleporting at all is gauged as a level 3 right off the bat.
Electromastery is pretty common, even one of the random thugs chasing Touma in the first scene of Index seemed to have it...

I started to worry about the show, many friends are complaining about the direction of this series, and looking the titles for the next episodes are a bit disturbing. Most of them prefer another season of Index <:3
