I don't think they have that information to give. All the government knows is probably that he lost his ki center and is a basically normal kid and that the Sunwoo decided to use him as a puppet leader. It's hilarious how bad their info is.

She's the first girl of the sequel, she's not the first girl though both his childhood friend and Sosul predate her.

We all know there's a 99% chance that Sahee (I think?) is going to win because she's the first girl and the most normal one. Just let it go and enjoy the ride, it's less painful.
