Your are probably right, at least if we takl about a real skirt Anime's skirts seem (to me ) to liberate themself from their bond witd realism. ( I always feel than the lenght of the skirts is always too short, am I the only one thinking that?)

You have to step back and take a look at the whole drawing, and see: is this how the character looks? Is this how the pose goes? Your individual elements are fine, the shirt in particular, but the 'whole' that it creates is off.
