Vandam I is a balanced machine that comes up short against any other specialized unit. Its strength is its exact weakness. And if its wearing a Prime Fit, it becomes specialized in one area depending on the Prime Fit attributes and ends up lacking in another.

Having Irish being tied using Joshua as leash by theory is not reliable enough, thus employing Irish as field agent can backfire. However holding him as captive to be interrogated can bring all sort of benefit (not that stop them from employing Irish in practice anyway).

what does Irish know about IS, what is his organization's structure, how much does his organization know about the inner workings of their targets, what are these targets, what were the past targets, how large is the organization, how advanced are their weaponry, what are their standard operating procedures in missions...

How about putting something like a bomb collar on his body? He dies if he attacks anyone or go rogue. The collar is linked to Joshua's too so if he dies, Joshua dies as well.
@ Demi - They're just small. He, Joshua and Viktor are the only survivors after chapter 5.

They're idiots, but they're skilled idiots. Irish is 14, but he knows more about IS weaponry than some adults and knows how to combat them. He's also a good hacker and stealth specialist. Joshua's a doctor who managed to save people's lives using crappy supplies and homemade remedies, while Viktor is a decent strategist and has enough knowledge to get contacts to find illegal weaponry. For obvious reasons, Viktor's a bad guy.
@ Senpai - FRACTURE did when Tatenashi said he should get treatment in ISA. They think its good enough since it can be remote detonated and pretty much can't be taken off. How should it look?

Again, if the interrogators know that much then information that that prisoner would have is moot. The prisoner would most likely be dealt with properly by law, proper or personal.
EDIT: Just pointing that out even though I still have no idea what's going on @_@ |

Okay... so FRACTURE put collar bomb in Irish AND then give it to I.S.A.? What stop Irish from using it as makeshift suicide bomb?! That doesn't makes sense. Forget collar bomb.
Also, Joshua is technically useless, so he must be moved to Tate's Organization's facility instead of FRACTURE's. That way, the organization and I.S.A. can do whatever they want with Irish.

@ Senpai - It's not a LITERAL bomb collar. They most likely know what'll happen if they put an exploding object on his neck. More akin to a Tazer or Shock collar. It's more like something that'll put him to sleep if he tries anything. Something like you put on a dog when it misbehaves. It's demeaning, but it's not like he cares.
But if not bomb collar, then what else? You said its not good enough to use Joshua as the leash.
