Maybe it's like in Mahouka where magic is all and possessing only skills (without much magic power) isn't highly evaluated in the society. (Tatsuya's case)

He doesn't have any skill in magic besides that physical amplification. He also has his sword skills, but it apparently takes more than that to graduate.

his family has been pulling strings to make sure he fails.

This implies that he would have graduated even with his poor magic skills.

Yup, he also has an extremely strong will. He was still trying to fight even when he was pierced by arrows(to the extent that he should've been unconscious) by 'hunter'
