From what I've seen of the usage on the news, it's the difference between "Will not be running" and "Suspended/On hold (until further notice)." There is also that 3rd one which literally means "On hold (until further notice)."

Here you can find some facts(?) about radioactivity levels in Japan. It doesn't bode well that the most interesting data is censored ("under survey") but note the high values for Ibaraki south of Fukushima.

Whatever emerges from Fukushima its about to hit Tokyo according to this simulation.

Also according to NHK, there is some sort of malfunction at No. 2

On media watch, generally speaking;

The Western media are elevating fears of meltdown while Japan is suppressing fears.

According to NHK Radio 1,

The fuel rods are half exposed and something called the "Suppression Pool" is damaged or malfunctioning.

Anyone seen the Anime Tokyo Magnitude 8?

I yet to watch it, but had it for a while and now I feel strange about watching it now.

Really feel sad for what has happened to Japan and it's people.

There has been a new explosion in the second Fukushima reactor it seems... or so are Kyodo News informing. They've already evacuated personnel.

With all the coverups, the fierce lobbying of atomic energy groups (including lies about the internal structure of the Fukushima reactors) and the Japanese government's track record, I truly fear the worst. TEPCO top brass have already lost their minds, it seems.

I had some trust in the lobbyists, but it seems it was misplaced.

Kyodo now says that the suppression pool may have been damaged at the second reactor.

UPD: More details on the reported blast at Fukushima's reactor 2. The explosion is feared to have damaged the reactor's pressure-suppression system, Kyodo says. It adds that "radiation tops legal limit" after the explosion

UPD2: Tokyo Electric officials are now holding a news briefing. They say the blast at reactor 2 happened "near the pressure vessel". They also confirm that some staff at the nuclear power plant are being evacuated.
