I thought she just meant her clothes were black like how Lelouch is always "black" wheras before she always wore white. I don't quite get how that makes her moe either, but the fact that she was imagining Lelouch saying that to her with such an expression is funny enough. Maybe she wants him to compliment her more? I really hope things are okay with them from the start of season 2.

Kallen did NOT look nearly as good as C.C when she put on her jacket, plus everyone else had one. C.C's is muy unique!

Well, if you didn't get it at first, I'm not sure this is really going to help, but...

C.C. is moe because she's basically saying "I'm your girl" in a really odd, roundabout way. That's what makes it cute, that she's confessing but not outright. You see? no? ah well... ;_;

I wish she'd do something like that in the show (not in the ridiculous way in this comic of course), but ut might be impossible like she said.
