It's the only good iOS one I know of, but it costs money.

Android has loads of them and I use the free Droid Comic Viewer myself. Not as flashy as the above, but when set to match width in landscape mode, it's good enough. I read a good bit of manga on my phone so it works for me.

It's definitely worth it to jailbreak, you gain a shitload of functionality by doing so. Apple is really fond of locking down your shit.
