In Japanese, it would be pronounced as "Sai Gensei" or "Sai Genjou", the Japanese reading of the characters (严 would also be rewritten as the Japanese version, 厳). If you're really anal about the pronunciation, you could use katakana to create a kludge close to the reading of the characters in whatever part of China the person's from, but most people would probably ignore it. To name just one example, "Mao Zedong" is read as "Mou Takuto".
But no, there's no real way to "translate" it into Japanese. |

It's a reference to the Japanese internet meme revolving around the El Shaddai game. Seen it lately on Nico but didn't bother to look it up until now...
It's something like, "Dragged a kid to the office for shoplifting, as I was lecturing him asked 'Aren't you an examinee? What're you gonna do about your exams?' but he just went 'No problem. Everything's fine.' I asked, 'El Shaddai?' and he laughed so I laughed in return. Then I called over a part-timer and told him, 'I'll take the best officer you have.' The kid started bawling. Well, shoplifting's a crime." Basically the line "No problem. Everything's fine" (大丈夫だ 、問題ない) is a quote from the main character from the game's trailer and sort of became a meme. Same thing with the quote "I'll take the best you have" (一番いいのを頼む).
