If you're on a Mac, I would highly recommend FastICNS it can export your picture (whatever format, even that pasted folder icon thing) into ICNS, Folder Icon thing, File Fork, Windows icon file, and Png.
As for Windows, there's some plugin for Photoshop (probably one for PaintShop Pro too) that allows you to save as .ico

Paint Shop Pro was the right choice. Starting off it seems to have the best interface to actulay use the program. I used it for all my work since it was in version 4, lol.
I would say the reason why you can load your file in axalis is because you saved it as a psp file which can only be read in paint shop pro and photoshop. Save it as one of the common formats like gif and jpeg and you should be able to edit and upload it wherever you want.
