Abenobashi Mahou Shōtengai ("Abenobashi Magical Shopping Arcade") is perhaps your best bet. It's entirely Osaka-centric despite its characters traveling to a wide variety of parody worlds. Unfortunately the stream at theanimenetwork.com is only in English. I own the DVDs.

I also really like Kansai-ben. Sadly, there haven't been many suggestions yet.
[2002] Abenobashi Mahou Shoutengai [2007] Lovely Complex ..and some Precure nonsense. That's really disappointing. I can add Digimon Adventure to the list, since Tentomon speaks that way. There's also a good chunk of Meitantei Conan with Hattori Heiji and his girlfriend Kazuha, both of whom speak Kansai-ben. But one could also argue, that both of those shows don't really have all that much Kansai-ben. Anyone else ideas?

Nanoha A's and Strikers (I recommend Strikers, doesn't require too much background), or really just about anything with Ueda Kana in it (even in Marimite, in which she doesn't really use the accent, the extras are heavy with it).
For old school there's Ukyo from Ranma 1/2. Cerberus from Card Captor Sakura obviously. Love Hina has Kaolla (no one knows where she's from and the accent just adds to it). Ghost Hunt has an odd mix with a very young Australian Catholic priest who speaks broken Japanese in a Kansai dialect (because he was taught by someone from there); other characters crack up when they first hear him. Shizuru from My HiME/Otome uses a Kyoto accent. Aoi from Zettai Karen Children (AKA Psychic Squad) has a strong accent. One of the villains of Rayearth (and her family in Rayearth 2) inexplicably has this accent despite being a resident of a fantasy world. Misaki from Angelic Layer has this accent, as does Icchan (creator of the "Angels"). Pet Girl of Sakurasou has Nanami, who slips into this accent whenever she gets worked up.
