It is way more complicated than that. It is best if you actually watch or play the original steins;gate, otherwise, you will have hard time to grasp the order of events and the characters. SG0 was done in a way that you are supposed to know everything from the original series.

There's been a worldline change, apparently. Okabe's reading steiner activated and he doesn't recall calling Amadeus back. No noticeable changes for now, and no clue what could have caused this.

Leskinen is pretty fishy. I don't buy that his intended goal for Amadeus is that. And there was that scene where he walked into a dead end, implying he has a secret lab.

Okabe crosses paths with Moeka again. Obviously, this only brings up bad memories for him. We don't know what she's like in the beta worldline though. I wonder how Daru met her, and what she claims her job is.

You mean Kagari? She's obviously the big breasted woman at Ruka's house (fits the woman from the picture Daru showed Okabe to a T). Speaking of which, Kagari looks suspiciously like Kurisu.

Anyway, it's impossible for her to be Moeka, since she exists in the Alpha and Steins;Gate worldlines where Suzuha didn't travel to 1998. Alpha Suzuha never met her dad and his friends for that matter, so it's unlikely she knew Kagari, not to mention Mayuri dies in 2010 in that worldline.

It changed and then changed back. We don't have have the steampunk display showing the numbers this time though so we can't be sure but I think that's it.

The fact he doesn't remember calling Amadeus is a strong indication he changed worldlines. Why else would he not remember that call?

I don't remember cases where he wouldn't recall his own actions though.

A possible explanation is that it is an incision made by SERN.

Going by the episode we learn a few things btw:

If Okabe's nightmares are anything to believe, at some point in in this timeline, the either JSDF or USAF tried keeping him out of SERN's clutches but eventually failed.

For now I'm going with the USAF, as he is currently integral in Amadeus development.
While the JSDF would have reasons to save its citizens, the soldiers calling him by name made it look like they were looking for him in particular.
Moreover, the officer he is talking to appears to be blonde.

As for the Kagari issue, it kinda looks like a marriage meeting
And going by Suzuha's flashback she probably also got brainwashed by SERN at some point and is actually a rounder now.

She also looks a bit too much like Kurisu, so she might be her sister, clone or whatever. (Not daughter though, as Kurisu is dead).

Now its just to see how Daru knows Moeka. - and how Suzuha will react to that

The whole point of reading steiner is that he can't remember anything he did differently or what's changed in the new worldline. Everytime Okabe moved worldlines, he overwrites the Okabe in that new worldline.

Remember that time flows approximately the same when a wordline change happens, demonstrated in original s;g. It is strictly impossible that everything could happen in real time, unless you expect Maho to stay like that with Okarin for at least few hours.

The call he doesn't remember happened while he was on a different worldline. I think that's plausible right?

Anyway, damn man. The universe simply does not allow Okarin to catch a break ever, does it? Being Okarin is suffering.

I'm not talking about the war scenes. That seemed to have been completely unrelated to what was happening on the roof, and more similar to the event horizon dreams he had in Steins;Gate. We even see him waking up.

Just saying that at the time Maho reminded him Kurisu was dead, he switched to a nearly identical worldline where the main difference is that he immediately called Amadeus back instead of standing there shocked for a few minutes after hanging up on her. I don't think he switched back and forth, because in that case, wouldn't his Reading Steiner have activated twice?

The show is really unclear about this to be honest. Usually Reading Steiner is accompanied by a bunch of numbers and stuff.

In fact, the show is incredibly unclear about exactly when RS happened. I mean, it was Maho who shut off Kurisu, and then it goes back to-

Wait, I think I understand what's going on here. Oh dear. It's really hard to explain without revealing stuff you shouldn't know yet though. Is this how the anime decided to adapt the game? That's a bold move.

In that case, it is quite possible. If anything, this already happened in the original s;g. That being said, interestingly, there wasn't any divergence meter screen for that scene in the anime (not saying there was or wasn't that in the game, mind you). Whether it is intended or an oversight from the anime staff, I can't say.

I think the anime wants to keep that a mystery for awhile. If they showed a divergence meter there, the viewers would know immediately that was a world line change.

I also think Kagari is being setup to be kind of antagonist, but isn't SERN more or less irrelevant in the beta worldline? The chain of events that led them to pursing time-travel isn't there.

Been too long for saying it for sure, but I think SERN is still one of the factions, although not an absolute ruler and its more like the a temporal war.

On a side note: I saw one of the mangas and apparently, SERNS time machines are Deloreans

We know they've been researching time travel due to the Alpha world line, but the trigger to make them an antagonist (the DMail) was not used in the Beta world line. Whether this stops them from making their time machine or if they're just outpaced by the various world governments is unsure. That said, I imagine they'd be relative non-factors, since the governments would be the main antagonists that trigger WW3 here.
