I've almost forgotten how exciting this series is... almost... This episode was surprising really good for a side story. I'm really surprised about the underground city, but it makes sense to have one to escape from the titans. However, it seems like it is more of a slum at this point.
Considering we don't see any of Levi's friends in the current series, this probably does not bode well for their future prospects. I do hope they explain why Erwin and the Survey Corps is underground chasing a bunch of hoodrats instead of the Military Police. This place seems like it is really far from their jurisdiction. Also, it seemed like that nobleman was asking for Levi and his friends to do something to the Military Police, but that part was not explained well at all. It's going to be a long wait until the next OVA episode.

I understand what you mean, but there really doesn't need to be a longer series for Levi. His story is essentially told in the OVAs. The main series can be longer since it has an overall story of the mystery of the titans and how to defeat them. A story of Levi growing and learning would not have an overall story, so it doesn't need to be long.
