The Japanese Cast are Mamiko Noto as Ai Enma and Masaya Matsukaze as Ren Ichimoku. Does it mean Ai return in season 3 along with Ren

But I believe in the first episode of season 1 (or was it season 2) with the girl being bullied, she also received the message granted on the phone.

The procedure is not always the same. They usually use the internet to access but receive confirmation by mobile phone. Sometimes Enma appears personally. Sometimes they take some time to mull over the request. Sometimes it is immediate.
Actually i still find that the way they grant requests somewhat inconsistent. As if it is on a whim without a fix rule to follow.

A friend of mine and I have a theory that Hell has some very poor Internet service. Not to mention that Ai can't seem to get a little bit of an bonus there for tech upgrades (I mean, have you SEEN the computer she uses? Yeesh.).
So I'm not surprised the poor girl can't sometimes get to her emails or get a decent signal on her cellphone.

On the serious side, that's an inconsistency that I'd never really noticed before :/

They should increase the productivity by switching to broad band, and upgrade the little house with multiple servers and wide screen displays. Productivity up = more people goes to hell, they made get more people from the international business not just limited only to japan.

I was looking through this earlier this week, there's stll a lot of news left over from the second series as far as i could tell.
the news page got updated on the 18th with:

7/18 池袋サンシャインにてなかよしフェスティバル開催！

池袋サンシャインシティにて、「なかよしフェスティバル」が開催されます。
会場には久々に閻魔あい人形の展示、そしてアニメの新作ビジュアルが初お目見えします。

Basically at the Ikeburo Sunshine building, there's a small exhibition (part of the naka yoshi festival) for the 3rd series.
On the 20th, the manga-ka will be coming over to sign stuffs.
There's also the premiere for a trailer or scenes from the 3rd series that can be seen
And a Enma Ai doll that'll be on display (lifesize i wonder...)

Very lazy translation on the duo:
Yamawaro: The new apparition/demon that is used by the hellgirl and is usually an obiedient young boy. Calm, docile personality, calls Kikuri 'princess'.

Yukuzi: normal junior high student, becomes closely involved with the Hell Line.
tsuushin isn't the easiest thing to translate into context i've noticed, esp when its used as part of a name

But yeah, the way S2 ended, i was kinda quite happy to leave it as it was, but heh, where there are humans, there'll always be vengence i suppose.

just reading up on enma and her trio, seems ren, honeonna and wannyuudo will be teachers at Yukuzi's school to start this series off.
Wannyuudo being involved with general school affairs, Honeonna as the P.E teacher, Ren as the science teacher

It seems Ai will continue to be Jigoku Shoujo So, the owner of the hand cannot be the new JS , but should be an important character.
